How hard can it be to open a paypal credit line?

I used to have paypal credit and it was linked to my BUSINESS paypal account, which I decided to close.

I ask if that line of credit could now be attached to my personal paypal account I was told no and since in order to close my Business Paypal account I have to close the Paypal Credit I had no choice but to do so.

A little aggravating if you ask my a simple transfer would have done the trick but since they did not I ask if it would be an issue re-opening a NEW line of credit linked to my PERSONAL paypal account, I was told it would be easy.

WRONG

I tried and was denied, yet I have a 815 credit score and I was assured I could open a new account when I closed the old one.

So apparently lesson learn and never listen to customer service? How can I go about this, when I call the number I was told sorry we only take care about existing open account for application you have to call another number which did not work (another clueless Paypal customer service employee I guess)

So what does someone with good credit need to do to open a new line of credit with paypal or does paypal prefer people who do not pay and have low credit score?

If you were denied, PayPal will send you a letter in the mail explaining why, then you can apply again in 30 days.
