Hello! I paid 400£ because seller asked me to do it this way. I am new in paypal so i didn't knew it's not covered by paypal buyer's protection . What should I do? Can I ask paypal about seller's adress and personal information and go to police? Or ask my card issuer to send me back my money? Thank you for help

The clue is in the name, if he was not a close friend or family member then why would you agree to use that option, at least you should have checked first before sending a high amount of money to a stranger as a 'gift'.
Your only hope is if you funded your paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately again as it was a 'gift' of money they may decline as well.
Advice is voluntary.
