VERY limited selection of special characters in password

Hello, I've been using paypal for a while now, and I occasionaly forget my password.
Every time I try and set a new one up, I try using a special character using ALT + NUMPAD codes and it just doesn't want anything to do with it. It doesn't even show an appropriate error, as I have put one of the few special characters that were listed as an example of the side and it STILL doesn't accept my password.
What I understand even less is that I used to have a paypal password that had a more obscure special character and it worked just fine. Up until one day where I couldn't get into my account, no matter what I tried, until months later returning to paypal for a purchase where I had to call customer service twice because the first, someone just hung up on me. It was frustrating, but in the past.
I don't understand why paypal would not allow more secure passwords. Does a £ or a ç somehow mess with their security code in ways that it didn't before ?
