Payment issue

I have a personal account and when i make a payment to something like microsoft it goes through but if i try to send a friend money it says

We can’t send your payment right now. If you keep running into this issue, please contact PayPal.

If you continue to encounter problems, please contact customer service.

Its been doing this all day please help.

Why not do as they say and contact Paypal c.s?
