Payment and Fair Business

I sent a customer an invoice and payment type and the customer did respond and sent me screenshots of his payment being processed at which I did send the merchandise. I discovered that the money was never processed by PayPal for some reason. Whatever reasons. But now my merchandise is gone I don't have the funds and I have been filing complaint after complaint and got passcode after passcode to show and prove actions. Therefore can someone assist me how should I begin with this matter legally because I am seeking legal actions.. This is a business I'm running so my Business is looking bad due to whatever PayPal got going on and this is suppose to be a trusted and secured site
