For donations:

Add your PayPal button email link or your PayPal.me link on the About page of your channel and/or in your video descriptions. Include the http:// part or link won't work in the description.

 

Or, to make payments for youtube service, go to https://www.youtube.com/account

Click Billing and Payments on the left.
