I transfered 135 dollars to a second paypal account but reteined 4.5% Why?

I already created a new PayPal account because I could not link my credit card.

So I transferred 135 dollar (total balance) from my old account to my new account.

But new account is 129.58 balance? Why ? 4.62 was retained. Both accounts are US Dollar.

Before transferring I read I will be free.

Balance in on hold. I need to wait some days to be completed.
