That error message means security system is blocking the transaction. There's possible chance that the recipient has limitation/restriction on their account. It is possible that the recipient has multiple disputes on going or pending payment on their account. There's actually a lot of possible reasons. It's the recipient's account that has an issue, not yours. You may contact the recipient and notify them or let them contact PayPal. Hope this helps!
