pay pall charges when i buy a product or pay to merchant

Hi 

am trying to pay for a product in indonesia for the IDR 940000, 

i was told pay pall charges 4 % for the merchant for the transcation 

and i was told to pay 76.37 USD for this amount equivallent 

How is this calculated?

if i check BCA of indonesia the currency conversion is 62.47 and 4% changes is  64.49.

is there anything paypall can comment on this ?
