Looks as if the option to withdraw funds is not available in your country.
The only option available is for mainly U.S expats to withdraw to a U.S bank account and that option is available to them as Paypal is a U.S company and allow them to do that if they are working or staying in other countries.
Click on the link below and select the country you want from the drop down list for options available in that country.
