Why am I receiving fees from Paypal

I do not have a business account, so when I receive money it is for personal reasons. Why is Paypal taking a fee? How can I change the settings to get the full amount?

It doesn't matter what type of account you have as you can use both for selling.
If you are selling goods then you pay a fee.
If you are receiving gifts of money from family or friends then they can use that option when they send the money.
However if you use that option for 'selling' your account would be limited.
Advice is voluntary.

If there is going to be a fee- should I return the money to the sender, since I will not get the FULL amount

Well thats entirely up to you.
If Paypal did not charge a fee for processing instant payments for you then how do you think they would make any money or pay their staffs wages at the end of every month?
They are not a charity and we have to pay a fee to use them.
