Who pays the fees for a service?

I recently paid a contractor using PayPal. In other words, I used PayPal to pay for goods and services (in this case, it was a service). Since it was for a service there is no buyer. Did the contractor pay the fee? Is it 2.9% + 30 cents per transaction?

Seller or receiver of the funds will be paying for the fee in this case.

Thanks. So it sounds like since he is selling a service, much like selling a product, he is paying the 2.9% + 30 cents per transaction. Is that right?
