I am receiving an email with Subject "Your PauPal account has been temporarily restricted" from an unknown sender! Of course, I will not respond. Any ideas where I have to report it at PayPal?

Forward to spoof@paypal.com or just delete if you know its a spoof.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
