Hi, I am a US citizen, and already have a PayPal personal account. I spend how much time each year in the country of Panama and have another u.s. friend here with a u.s. bank account who wishes to open a PayPal account, but that she fills out the form it won't go through. Is this because of the IP address being in Panama? Could it be resolved by speaking to someone in person? Thank you for any help.
