Student account creation query

Hi, can anyone tell me how I can create a student UK Paypal account for my 13 year old son?

No such thing, paypal does not allow anyone under 18 to have a paypal account.

If they do then it would soon be permanently limited and any funds frozen as soon as they have to verify.
