Sent money to friend, they were charged a fee : /

Hi, all  - new to Community Forums, looking for info on this topic, which I have a feeling is pretty common - 

I chose send to 'friends or family'  , and now pal is upset at having been charged a fee, (purchase was for item to support charity organization) 

Any way to reverse fee? I feel awful, thought it was a 'no fee' transaction.
