Scam alert & Paypal response

I have previously received an email purporting to be from Paypal, asking me to confirm my ID. When I log into my account there is no message from Paypal so am pretty sure this is a scam. I have reported this to Paypal's phishing email address but have received no response from them after several weeks. Have now received another email asking me to confirm my ID.  Am I correct in saying this is a scam or not?!
