Paypal just shared my home address against my wishes - is this normal?

I would have done this privately as it this issue constitutes such a breach of trust BUT its IMPOSSIBLE to connect with customer service.  Its an infuriating circular process that results in 'too many redirects'.  I assume its architected that way to make people give up.  I mean who could possibly design a UX that poor by accident??? Right?

Now back to my issue.  I have physical 2 addresses.  One is work and one is home.  Work is default and in the history of using paypal - yes I guess I am a masochist - over 10 years, never once have I used my home address for anything and honestly I don't even know why its on there.

 

Well tonight paypal decided to share it with a merchant.  I'm quite upset and considering legal action.  Any thought on this?

 

Oh yeah paypal you might consider making the 'private' customer service option a bit easier to use.  See you in court!
