Sad to know you're having online issues while you're in another country. When you said UA did you mean UAE? PayPal is available there. Are you using a local PayPal account or you using a PayPal account from another country? Are you using just a mobile phone or an actual computer? I would suggest check on those. Try cleaning up caches and cookies and history on your browser and try again. If you're having this issue always use browser not the PayPal app for the meantime.
