Paypal fees are still 2.9%? Why the charged me double %?

Hi! I recently sell a Nintendo Switch on eBay. Payment through Paypal. The price was 450 + 39 shipping cost. A total of 489.

Can someone explain why the Paypal fees was 29,15? The 2.9% percentage on this amount are something like 14 USD.

A double percentage! Anyone can help me .. 🙂 Thank you in advance!
