Hi! A sellwr from ebay wants me to send him a funds carrying all charges of the payment (border crossing fee, fee for receival of funds). Is such a payment covered by buyer protection/how is it possible at all to make such a transaction, that in case of fraud, my payment is protected/refunded...?

He is not allowed to surcharge you his fees.
All you have to do is complete checkout with the auction final price + any shipping costs listed.
He can't ask you for extra fees post auction.
Advice is voluntary.
