Paying a fee when sending money to a friend from bank account

I used to be able to send money to a friend from my bank account, just last month to be exact,

without being charged a fee. Now PayPal wants a $2.99 fee!!!   When did this happen??

I can't edit my original post, so I wanted to add that the friend I'm sending money to is in Canada,

and I have been sending him $10 a month (paying off a small loan) for quite a while - from my

bank account - with NO FEE.
