I am a private person, not a business. A friend sent me money $50.00 and for the first time ever PayPal took $1.75 out and I am only going to net $48.25. I want to refund the money so that the person can say they are sending it to a Friend of family member and there is no charge. When I send refund the money will it send $48.25 or $50.00 back to the person.

You issue a full refund and Paypal automatically 'contribute' the % part of that fee back to you as part of that payment.
However the small cents charge paypal keep as a processing fee for your orginal payment and refund.
Advice is voluntary.
