PayPal Fee Help

I sold an item on eBay for £18 and PayPal have charged me a £1.18 fee. This is more than the 2.9% + £0.30 fee which they usually charge. Can anybody tell me why PayPal have charged this higher fee? Thanks.

It was just an eBay sale to someone in the UK paid in GBP.
