Had this happen 2 or 3 times in 2021 and it's only the 20th of January. I did have success in Google Chrome. Go to the 3 dots in the top right of your browser and click on "more tools". Click on "Clear browser data" Under Advanced I placed a checkmark on 3 boxes to clear/ Browsing history/ Download history/ and cookies. At the bottom of that popup I clicked on clear data. Just after it cleared I had the option to update chrome so I did. Probably didn't need to restart pc but I did. Went back to paypal and the balance was showing. So this worked for me but I wouldn't be surprised if it happens again.
