Negative payment.

Hi, could someone explain why I am getting an email about being in a negative balance with PayPal? I changed my a iii tank to a new preferred account but it keeps trying to get money out of the old one. I tried to call customer service but in Australia, it’s closed due to the covid-19 virus. Thanks for your help
