Hi everyone,


does someone know where I can contact the “manager responsible for complaint handling” for Paypal Europe?

I need an email address.

(Background: “Opening an out-of-court complaint resolution procedure with the CSSF is subject to the condition that the complaint has been dealt with by the management of the relevant professional beforehand. In this respect, the complaint must have been first submitted in writing to the manager responsible for complaint handling. ”)

Sorry, there seems to be a misunderstanding here.

 

CSSF (that's the competent regulation authority for Paypal Europe because Paypal Europe is operating as a Luxembourg-based bank) requires that I first file a complaint with Paypal's “manager responsible for complaint handling” before I can escalate my issue to CSSF (which is what I want to do because Paypal's customer service has been ignoring me for several months now).

The web form you're pointing at seems to take me to Paypal's customer service and maybe the complaints department; However, there's no mention of the “manager responsible for complaint handling”. Unfortunately, contacting some random department at Paypal doesn't help because CSSF would then dismiss my case for not talking to the “manager responsible for complaint handling”.

I also cannot use the web form because it breaks my workflow in several ways: I need both my normal email signature and a qualified electronic signature pursuant to § 126a BGB in the message. And of course I need to send my message from the mail client.
