My mother was charged a fee to send me money

My mother lives in Qutar and she sent me $200(I live in the US). Why was there a fee on this transaction and I only received $193?

The friends / family option is not available in every country so maybe it is not in Qutar?

Also if she did use that option then you still pay a fee if you fund it from a card.

Then there would be currency conversion / cross border fees.
