How do I report a business using family and friends to avoid fees?

There is an online game store requiring friends and family to be used when paying instead of goods and services. I cannot post the screenshots due to personal emails and stuff. I can provide all necessary information to Paypal support but could not find a way to contact them directly about this issue.

if you go to the acceptable use policy there is a link on the word report to report violations of that policy.
