How do i register a formal complaint about PayPal?  Their online instructions (like many other areas) are out of date so don't line up with the options i get.

Click on legal, bottom right of any page > legal agreement (second option down) > there is a section in there on how and to whom you can complain about paypal.

Thank you! My god was that frustrating. To add to that: for me after selecting the country [Australia] it was actually the first link "User Agreement" and then within that I used Control+F to search 'complaint' and some details are embedded deep within the article.

Pull your act together paypal, it shouldn't be that hard to submit a complaint and people are going to be angrier once they finally find the email / phone number.
