I made a purchase and contected the provided email on the site the day after when I still hadn't recived a confirmation email, they replied telling me the site I used was a scam and the person was being flooded with complaints for orders not arriving. I have filed a dispute but I have to wait for these scammers to reply to me before paypal will do anything, seriously?

Of course, because there is a process and it’d be libel if PayPal was to presume every dispute is fraud...HOWEVER you can escalate to a claim to ask PayPal to get involved when the system allows you to.
