Buyer protection on slow PC

I bought a PC from a seller on Gumtree, and paid via PayPal. It's arrived and working, but the hard disk is slow more times than not. The PC is still functional, but not to the degree I thought. The seller specified the PC as working, but I noticed after discovering the issue they had mentioned in the description that the Hard disk was known to run at 100% sometimes, specifically during startup, but that it always passed after a few minutes.
Am I eligible for buyer protection?

You can always file a dispute but whether you win or not would depend on customer services.
