Buyer Protection on loans

Someone said me that there is no buyer protection if you fill out a dispute with a reason that includes a loan. (So I pay someone and he doesn't pay me the loan do I fill in a dispute)

Payments for the following items are not eligible for a refund as part of the PayPal Purchase Protection program:

  • Real estate, including residential properties
  • Businesses
  • Vehicles, including motor vehicles, motorcycles, mobile homes, planes, and boats
  • Custom-made items
  • Items prohibited by the PayPal Acceptable Use Policy
  • Items collected in person or by someone else in your name
  • Industrial machinery used in manufacturing
  • Items equivalent to cash, including gift cards and prepaid cards
  • Virtual terminal payments
  • Personal payments

If your transaction meets these requirements, you may file a dispute via the Resolution Center within 180 days of the payment date and communicate directly with the seller to resolve the issue. If you fail to reach an agreement, you may request that PayPal review the case by converting the dispute into a claim.
