Can someone from Trinidad and Tobago create a business account to receive payments from an online store.

Yes. Accounts in that location will have access to both sending and receiving funds as well as withdrawing funds to a Visa card.

You will need Trinidad & Tobago issued financial accounts for your PayPal account.

For withdrawals, only Visa cards will be able to accept a withdrawal.
