Sent a $400 gift to a friend, I've done many times to the same person, I accidentally went through goods and service and was deducted $12, I phoned Paypal and tried to explain to them the error, Paypal would not refund the $12, very disappointing to hear this is their policy, it basically boils down to theft in my opinion, not from me but from the person I was helping out and who needed the money. Shame on Paypal,

Was it paypals fault that you used the wrong option?
Put it down to a learning curve so you don't do it again.
Paypal do not remedy your bad decisions or mistakes unfortunately.
Advice is voluntary.

I think most ethical businesses would refund a mistake, it is easy to make a mistake on a small screen that doesn't really clearly show the options, anyway I appreciate the response but agree to disagree,
