Always incur transfer costs even when sending to friends and family!?

I am attempting to transfer money to a friend but keep incurring the charges. I have looked at other posts on the topic but they don't seem to apply. I am set up to send via my paypal balance and not via debit card.

The friends/family option is not available in every country, is it available in yours?

I’m not entirely sure, how would I go about checking? I am based in Japan.
