I have REST API integration working for a long time. Few days ago, webhooks stopped coming in. It happens at the same time when PayPal started to hold new payments from my customers. Webhooks are seen as 'pending' in developer's dashboard. Resend doesn't help. No requests were logged in my webserver's access log. I tried to recreate webhooks and added another URL to check - no requests from PayPal on both servers.
Checked Webhooks from Simulator which seems to be working fine but not working from payment checkout from UI.
