"Sorry, your last action could not be completed"

Been getting this for weeks (I'm trying to add a new card to my account). I get it just by clicking on "profile" and judging by simlar posts on this board, it happens elsewhere too. Where is Paypal's response to these questions?

 

Seriously, Paypal. Get it together!

Called customer service and told to try tomorrow...been trying for 3 days now
