closing account - changed country

Hi,
I have opened papal account over 4 years ago when used to live in UK. Now I moved to Lithuania and tried to change address to Lithuania. By Paypal's T&C's I should close old one account and re-open new one but I'm not able to do it because I don't have card which I used to open this account. Is there any other possibility to change country without closing account or other way to close an account?
I won't call abroad to the help centre, also I can't find e-mail anywhere so maybe someone could help me with this query, please?

The only way to change the country is to open a new account like you said. To close the account it will ask you some questions to make sure you are the account holder. In this case it seems like a credit card.
My suggestion would be to contact CS. If you can verify all the information on the account they should be able to help get it closed over the phone.

As far as I know you are forced when closing your account yourself to confirm you are the account holder; thus providing the card number.
Aside from contacting the card issuer and seeing if they can provide you with the number (they keep these records for Seven years), there’s not much you can do yourself.
CS would need to verify your information on the account before they would be able to even close it themself. That might entail part of that financial as well.

No Problem.
The reason behind the card verification is just for security. I understand it may be a hassle but its a good way to make sure you own the account and you want to close it.
If someone were to get into my account and close it with the click of a button, I would be pretty upset.
It's all in good cause, PayPal is just looking out for you.

agree with you. but it shouldn't be only one way to close an account. Overall I don't agree with the view that I need to close old one account if I'm moving. Everywhere I can change my details if I am moving to other country. Except Paypal

I understand your frustration. I can't change the necessity of doing it this way, but I can shed a little light on the reason why.
PayPal must comply with the laws and regulations in every country. When you move from one country to another, different sets of rules apply. In order to ensure our own compliance, we require the creation of a new account that conforms to that nation's requirements.
