I have the same problem with bank information, i removed it a year and half ago when i was being charged like crazy for purchases i did not make. Still can't link my bank account and still can't get an answer. Emailed customer service repeatedly and have never received a reply.
So I'm supposed to get a new bank account and change all of my bills to a new account. The bank account that I've had for the last 15 years hasn't done anything wrong so why should it be punished because paypal wont let me link an account that is NOT linked to any paypal account.
Seriously, paypal has goofed so I'm supposed to fix it?
The whole-cancel-your-bank account, get-a-new-one (or credit card) is certainly one option. The other would be to give our customer service a call so we can fix the problem. 🙂
When you close an account, that is supposed to free up all the information on it for use on another account. Sometimes a hiccup will occur, and it won't necessarily work correctly. In a lot of cases we can fix it, but we'd have to have you on the phone to figure out what's happening.

I have called paypal about this issue, more than once in fact. The first time i was told i had to delete the paypal account that my bank information was attached to. I can't do that because i don't have another paypal account, my bank account is not attached to any paypal account.The second time i was told that i must be entering the information incorrectly. That is not the case either, i can see making a typo once or twice but not for a year and half.
I dread calling PayPal for anything. Every time i've ever called it has been a test of my patience.
