Don't know why my message didn't post the first time, so I'm reposting.
I received $649.00 as payment for an eBay autction. I was charge $32.50, which is over 5%! This is much more than the stated 2.9% + 50 cents. How do I dispute this?

It sounds as if your account is on the Micropayments fee rate - which would be 5% + $0.05 USD. That dovetails nicely with the amount of the payment you received (in fact, perfectly). I would recommend checking to see if you're on this rate setting with customer service, and, if you're not generally accepting payments under $10, reverting to the normal pricing tier of 2.9% + 0.30 USD.
Hope this helps,
Adrian
