Welcome to the Forums.

Depending on what country you are trying to send money to may determine why you are getting this error message. Please click here to find a list of the countries you are able to send money to. I hope this helps.

I am having the same problem, trying to pay a seller in Las Vegas, NV.  I am in Louisville, KY and my Paypal transaction won't go through with any funding source.  Please help, this is ridiculous.

What is the text of the error message you're receiving?

Hi tank2,

Call PayPal... login to your PayPal account, click on the "Contact Us" link at the bottom of any PayPal website page and select the "Call Us" option to obtain a Web PIN number and the PayPal phone number for your account.

I started having this same exact problem last night I see others have had this clear back to Febuary 4 and paypal doesn't have the solution to fix it.
