Error message 'unable to receive funds'

Paid for an item. Then requested a refund. Supplier stated when they tried to refund they got the message. Account unable to receive refunds? .?? I paid from that account with no issues

Welcome to the boards!
PayPal does use a similar error message if someone tries to pay you and your account can't accept payments, but Canadian based accounts can receive payments and they can always receive refunds. I would recommend asking your seller to use the Issue Refund link in the transaction details of the payment you originally sent to them. If you need to file a dispute to receive a refund, just make sure you do so within 45 days of the date of the original payment.
