withdrawing PayPal Balance to bank account - Error 'Can't confirm it's you'

Hello, I was trying to withdraw PayPal balance to my bank account but I was unable to. The message said 'We can't confirm it's you'. Calling customer service didn't help, they only advised to try in 72 hours. If PP can't confirm it's me why don't they simply ask for more details or ID? Useless.

The reason is says that is normally because the name on the paypal account does not exactly match the name on the linked bank account so the bank is refusing the transfer.

No, the name on PP account matches exactly the name on the bank account.
