If you're seeing an error message when trying to withdraw and it says the amount you have requested does not cover the fee, it may be that you're requesting less than the minimum amount that may be withdrawn.
Are you using a card or a bank account or are you requesting a check to withdraw money? Please see https://www.paypal.com/us/smarthelp/article/all-about-transfers-faq3571 for more information on how to transfer money out of your PayPal account.
