I have two paypaI accounts and I would like to know if it is possible to transfer money from the one to the other.

You are only allowed x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type you risk them both being limited.
And yes you can send payments to any paypal account as long as that account can accept funds.
