how to add a card from a deleted account

I recently closed a PayPal account with a linked debit card and opened another account in a different country using the same email address, but it seems like I can't link the card to my new account. What do I do to link my card back?

If you didn't remove it before you closed the account then you would have to contact customer services and see if they can remove it for you.
