I am from nepal and there is no option of add bank .. only add card is there...but also my card is not accepted.... can I still receive and send money on paypal??

It would appear not unless you find an accepted card my friend.

The option to 'receive' paypal payments is sadly not available in your country.
You can only 'send' payments for purchases.

Click on the link below and select the country you want from the drop down list for options available in that country.
