I got this error while I try to link my Master Card to PayPal account. I used to linked this card to my friend's account before and I already remove this card from his account and link to my account but I can't.
PayPal system remembers cards for security purposes and if you added it to an account where the names didn't match, it could have been blocked. Use another card or get issued a new card with new number. Never add a card to an account that is not under your name.
