Paypal has charged me twice for a Xoom transfer

I've sent two Xoom cash pick-up transfers using Xoom which I choose Bank Account as the method of payment for. Almost a week later I receive an email from Paypal saying one of the direct debits from my bank account failed, even though I had sufficient funds. This turns my Paypal balance negative.
However, my bank account reports two successful direct debits from Paypal for 204.99 each. I think "Ok, everything is good and well, there must've been a problem promptly resolved". My balance now is 409.98 euros less as it should be.
Fast forward to yesterday I receive a ~400 euro transfer to my Paypal and the 204.99 from one of the Xoom transfers is subtracted from my Paypal balace _too_. Essentially, I've been billed for the same transaction TWICE.
The message center is always unavailable, in both American and Luxembourgian working hours. The email form never indicates if my message to them has even been sent; it gets stuck on a loading animation indefinitely. What am I supposed to do? I'm in a bit of a hurry.
